Public Testimony

Guidelines for Online Submissions

The public is invited to submit written testimony to the Minnesota Working Group on Police-Involved Deadly Force Encounters for inclusion in their consideration of recommendations, which will be announced in February 2020.

All testimony will be posted to the Resources page on the working group's website in order to provide transparency for the public hearing and online submission process.

If you do not wish your testimony to be posted at all, please write DO NOT POST and your submission will not be placed on the working group's site but will be incorporated into the analysis of testimony provided to the working group and will be available to working group members.

Your comments will be sent to and collected by Strategic Applications International (SAI) a vendor working with 21CP Solutions. Together, these vendors will facilitate hearings, collect testimony and assist in the preparation of recommendations for the Working Group.

Please note that the Minnesota Data Practices Act applies to all submitted comments. By submitting public comments, your contact information will become public data.

Guidance for Testimony Submissions

We are asking all testimony submitted by panelists and those who choose to submit testimony online to format their submissions in the following manner:

  1. Testimony or comments should be no longer than 5 pages
  2. Use 12pt font size
  3. We are asking you to submit your testimony using 1.5 spacing
  4. Title your submission and the topic you are addressing
  5. Prioritize your recommendations and submit no more than THREE recommendations at the end of your submission
  6. Provide contact information at the top of the first page that includes the following:
    • Name
    • Email Address
    • If representing an organization, the name the of organization
    • Address of the organization you are representing or your own location (city)
    • Phone number
  7. The opportunity to submit public comment is closed, effective 1/8/2020.

  • Deadly Force Investigations, Oversight, and Accountability - Sept. 6
  • Training and Prevention; Officer Wellness and Community Healing - Oct. 7
  • Policy and Legal Implications – Nov. 6
