Follow the instructions below to request online access.
- Complete and print the Records Access Agreement - This agreement must be signed by the owner or officer of the dealership.
- Submit the Records Access Agreement to DVS:
- Each user with access must complete the Individual Access Agreement and review the training material. Retain the signed agreement in your office.
- Each user must review DVS data privacy training materials Policy 125-1000 "Security and Confidentiality of Data and Records". Retain the signed attestation in your office.

User-specific email addresses must contain a personal name
Individual users must have their own unique e-mail address. The email address entered when the user self-registers must be readily identifiable as the user’s personal e-mail, such as john.doe@123.com or john.doe.companyname@123.com. We will not send a password to an email address that appears to be a shared address.
Using an email address not specific to the user, or that belongs to another person or business, is contrary to our security policy and best practices and may result in loss of access privileges.
Acceptable forms of e-mail addresses may contain:
- User’s name or initials, such as john.doe@123.net, johndoe.companyname@123.net or jd.companyname@123.net.
Unacceptable forms of e-mail addresses may contain, but are not limited to: - Generic to the organization (citypd@123.net)
- Containing multiple names or sets of initials (johnshirleydoe@123.net or jdsd@123.net)
- Nicknames (John Doe’s nickname of bigguy@123.net)
- Using someone else’s email address (John Doe using shirleydoe@123.net.)
