Payments for no fee transactions
A recent law change requires Driver and Vehicle Services (DVS) to pay deputy registrar (DR), driver’s license agent (DLA) and full-service provider (FSP) offices for certain transactions for which the offices are not compensated at the time of the transaction.
Payments are be made on a quarterly basis. The first payments for no fee transactions completed in August and September 2025 can be expected in October of this year.

Register in SWIFT
For DVS to make a payment to your office, the office must:
- Register in the Statewide Integrated Financial Tool (SWIFT)
- Be assigned a Supplier ID
- Provide your Supplier ID to DVS
The SWIFT Supplier Portal and Supplier ID registration process are administered by Minnesota Management and Budget (MMB). Visit MMB’s SWIFT webpage for information, reference guides, contacts and to register as a supplier.

Important reminders
- We cannot make payments to your office until you provide your Supplier ID
- A delay in providing your Supplier ID may result in delayed payments to your office
- Your office may not use the one-time SWIFT vendor IDs created in 2023 to receive payments for no fee transactions
MNDRIVE office contacts
DVS will use your MNDRIVE office contact information more regularly going forward as a result of the no fee transaction legislation. Check with your office’s Data Use Representative (DUR) to ensure the correct contacts are listed with current email and phone information. Keep this information current.
