IRP overview

How is the International Registration Plan (IRP) base jurisdiction defined? 

The base jurisdiction is where the registrant has an established place of business or residency, as defined within the IRP Plan, accrues mileage within that jurisdiction, and where the records of the fleet are maintained or can be made available. 

What vehicles qualify for IRP registration? 

Vehicles that meet the Minnesota Statutory definition of "commercial vehicle,” as defined in Minnesota Statute 169.011 Subd. 16, travel in two or more member jurisdictions and meet one of the following criteria qualify for IRP: 

  • Has two axles and a gross vehicle weight or a registered gross vehicle weight over 26,000 pounds. 
  • Has three or more axles regardless of weight. 
  • Is used in combination when the gross vehicle weight of the combination exceeds 26,000 pounds. 
  • A power unit involved in interstate transportation outside the state of Minnesota regardless of gross vehicle weight or axles, excluding a pickup truck or van with a manufacturer’s nominal rating carrying capacity of three-fourths ton or less.  

How are IRP registration fees calculated? 

Fees are calculated based on the percentage of distance driven in each jurisdiction multiplied by the full year registration fee for that jurisdiction.
