IRP vehicle ownership requirements
Minnesota resident or company
Per Minnesota statue 168.13 and 168a.02(2), one item from the list below is acceptable proof of ownership of the vehicle:
- Copy of current Minnesota certificate of title or registration card issued in the owner's name.
- Title Transfer documents with proof of payment to DVS or a deputy registrar of title fees and applicable sales tax.
- MN Title Application with Title Transfer Documents, and pre-application confirmation page.
- In person IRP transactions can submit original properly completed title documents, title fees and sales tax at time of registration at IRP/IFTA Deputy Offices.
- Photocopies of all completed title transfer documents are accepted if the purchase was from a Minnesota licensed dealer. Per Minnesota statue 168A.11 Subd. d, a Minnesota Licensed dealer is required to submit the title transfer and pay title fees and sales tax to the deputy registrar within 10 business days.
Remember: All ownership documents must list the owner's full name and complete address. A completed lessee designation form is required if the titled owner is a leasing company. Sales tax is due at time of registration on title transfers. A Minnesota title will be issued upon the receipt of all original, properly completed title documents, along with payment of title fees and sales tax.
Out-of-state resident or company
Per Minnesota statue 168.13, one item from the list below is acceptable proof of vehicle ownership:
- Copy of the certificate of title or a current registration card showing the owner’s full name and complete address.
- A copy of the state-issued electronic ownership confirmation.
- An out-of-state resident or company is required to follow the same proof of ownership requirements as a Minnesota resident or company if there is a transfer of ownership and they choose to title in Minnesota.
If the out of state owner’s purchase date is within 60 days and the owner has not yet received their out-of-state title, one of the following must be provided:
- Copy of completed and signed title transfer documents.
- Validated out-of-state application for title or copy of dealer invoice with the dealer’s name preprinted on invoice.
