IRP and IFTA new accounts

Watch an overview (YouTube) of Minnesota’s International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA) involvement then review the Minnesota DVS IRP Manual and the Minnesota DVS IFTA Manual before submitting your application.

Apply for a new IRP or IFTA account through online services for business.

Submitting your application

To establish a Minnesota IRP account, the applicant must have a Minnesota presence based on either an established place of business or Minnesota residency and meet the following requirements:

  • Vehicles will accrue distance in Minnesota and at least one other IRP member jurisdiction.
  • Operational records for the fleet will be maintained and made available to us upon request.

New accounts go through a two-step verification process. First, we review the application to ensure background and residency requirements are met. Upon approval of the account, we verify that vehicles being registered to the account are qualifying vehicles.

Federal Employer Identification Number (FEIN) requirement

All applicants are required to obtain a Federal Employer Identification Number (FEIN) from the Internal Revenue Service (IRS).

Established place of business

Shared offices, virtual offices, coworking spaces, mail forwarding services, or similar arrangements do not qualify as an established place of business under IRP requirements.
