IRP and IFTA temporary permit types

There are multiple temporary permit types for the the International Registration Plan (IRP) and the International Fuel Tax Agreement (IFTA) programs.

Permit Types 

120 hour trip permit  

  • Maximum weight 80,000 pounds. 

120 hour fuel permit 

  • Fee is $25. 
  • No limit to the number of fuel permits that can be issued. 
  • No maximum weight limit. 

Base plate (30, 60, 90 days) 

  • Fee is one months registration based on gross vehicle weight plus $12 filing fee refer to the Motor Vehicle Tax Manual.
  • No maximum weight limit. 
  • Weight over 80,000 pounds will be charged $4.17 per ton rounded to the nearest whole dollar. 
  • Does not replace the requirement for an overweight permit. Overweight permits will need to be obtained from MNDOT. 

Weight increase (30, 60, 90 days) 

  • Fee is $4.17 per ton rounded to the nearest whole dollar plus $12 filing fee. 

      Example: weight increase from 80,000 pounds to 84,000 pounds = 2 tons  

      $4.17 x 2 = $8.34 rounded to the nearest whole dollar is $8.00 plus $12.00 filing fee= $20.00 for permit. 

  • Current registration must be at 80,000 pounds or more. 
  • Does not replace the requirement for an overweight permit. Overweight permits will need to be obtained from MNDOT. 

120 hour unladen weight hunter’s permit 

  • $12 filing fee. 
  • Only one permit is allowed. 
  • The most recent registration must be a Minnesota IRP license plate
