Can I waive the knowledge test to get my CDL?

To qualify for the Federal Motor Carrier Safety Administration's (FMCSA) Even Exchange Program, you must bring a copy of your DD-214 (or other valid military document) that shows your military occupational specialty (MOS/AFSC/Rating) is one of the following: 

  • U.S. Army: 
    • 88M - Motor transport operator
    • 92F - Fueler 
    • 14T - Patriot launching station operator 
  • U.S. Marine Corps:     
    • 3531 - Motor vehicle operator
  • U.S. Navy:
    • EO - Equipment operator 
  • U.S. Air Force:           
    • 2TI - Vehicle operator 
    • 2FO - Fueler
    • 3E2 - Pavement and construction equipment operator

Can I waive my road test for a CDL?

You may qualify for the FMCSA program that allows drivers who have two years of experience safely operating heavy military vehicles to obtain a CDL without taking the road test.

You can use the skills test waiver if you are currently licensed and are or were employed within the past 12 months in a military position requiring the operation of a military motor vehicle equal or similar to a commercial motor vehicle.

New two-year skills test waiver: July 30 to Oct. 29, 2026

Current and former military service members may apply for a knowledge or skills test waiver within two years of qualifying military employment.

After Oct. 29, 2026, the waiver period returns to 12 months.

How do I get a CDL using my military driving experience?

You should:

  • Visit an office that takes gives the commercial (CDL) knowledge test. 
  • Take and pass the appropriate CDL knowledge tests (if needed). 
    • You will provide proof of domicile before taking the test.
  • Pass a vision screening. 
  • Apply and pay appropriate fees.

What do I need to bring?

  • Copy of military driver's license (OF-346 or equivalent).
  • Leave and earnings statement (LES) to verify ETS date, or DD-214 (block 12b) to establish separation date.
  • Copy of current military identification card.
  • Completed military skills waiver signed by your commanding officer.
  • Proof of domicile and Minnesota residency.
