Commercial learner's permit (CLP)

You must get a commercial learner's permit (CLP) before you can get a commercial driver's license (CDL). 

To qualify for a CLP, you must: 

  • Have a valid Minnesota driver’s license
  • Be at least 18 years old (or at least 21 to drive commercially outside of Minnesota)
  • Show proof of U.S. citizenship or lawful permanent residency
  • Show proof of Minnesota residency

Entry-level driver training

You can take the classroom (theory) part of the entry-level driver training (ELDT) at any time. 

Note: You cannot take the behind-the-wheel portion of ELDT before you get your CLP, but it must be completed within a year of classroom (theory) training.

Drivers with a K restriction: You must pass your skills test in Minnesota. Test results from other states will not be accepted, per the Code of Federal Regulations 391.11.

Before you apply for a CDL

Pass the written test

The required test will cover information in the Minnesota commercial driver's manual.

Apply and pay for your CLP

Hold the CLP for at least 14 calendar days

You cannot operate a commercial vehicle with passengers or transport hazardous materials with a CLP.
