Motorcycle permit

Anyone who rides a motorcycle on public roads in Minnesota must have a valid driver's license that includes a motorcycle instruction permit or endorsement. The permit lets you practice riding your motorcycle on public roads.  You need to have your permit with you whenever you are riding on public roads.

How do I get a permit?

To get a motorcycle instruction permit, you need to first pass a knowledge test at a DVS exam station. No appointment is needed to take a motorcycle knowledge test. Be sure to study the Minnesota Motorcycle Manual before your test.  The knowledge test can be taken once per day. When you pass the test and pay the permit fee, you will receive an instruction permit that allows you to practice riding your motorcycle on public roads.

If you're under 18 years old, you must also show a certificate from an approved motorcycle driver’s safety course.

Note: If you are in the Ignition Interlock Device Program (IIDP), you cannot drive a motorcycle or have a motorcycle permit.

Are there restrictions with my permit?

When you're riding a motorcycle with an instruction permit, you need to follow these rules:

  • You must wear eye protection and a DOT-approved helmet.
  • You are not allowed to have passengers.
  • You cannot ride at night. "Night" or “nighttime” means the time from half an hour after the sun sets to half an hour before it rises.

How long is my permit valid?

Your permit is valid for one year. If your instruction permit expires, you must retake the written test and pay the fee for a new permit.

Do I need to register my motorcycle?

All motorcycles need to be registered, and registration is valid from March 1 to the end of February the next year. It must be renewed every year. If you just moved to Minnesota, you have 60 days to register your motorcycle. To find out more, talk to your nearest deputy registrar or call 651-297-2126.

Your motorcycle must have a license plate that shows the registration tax has been paid. You can find more information on the vehicle registration page

You can find more information on license plates by visiting Motorcycle license plates.

What are the fees to get a permit?

Refer to driver’s license fee to see all fees, including permit, endorsement and reinstatement fees.

I have my permit. How do I get the endorsement?
