To qualify for disability license plates, the applicant must be the owner or primary operator the vehicle on which the license plates will be displayed, or is the custodial parent or guardian of a permanently disabled minor, or is the owner of a commercial rental motor vehicle that has been specially modified for and is used exclusively by permanently physically disabled people.
