Overview

  • PROJECT APPROACH 

    Stage I - Completed

    Following a Request for Proposal that was published in July 2009, the State contracted with Mathtech, Inc. to lead efforts to identify the functional requirements of a new system and to develop a clear As-is/To-be view of DVS processes. 

     

    Stage II - Completed

    Mathtech worked with DVS staff and business partners to define deliverables and goals for the development and implementation of MNLARS. A Request for Proposal for a MNLARS System Vendor was published in May of 2010. In April 2012, after a rigorous procurement process, the State contracted with Hewlett-Packard to design, build, and implement MNLARS. 

     

    Stage III - Currently Underway

    MNLARS will be implemented in four releases.
     
    Release 1 (Early 2014) includes:
    • System Framework
    • Identity Access Management
    • Vehicle Permits
     
    Release 2 (2014) includes:
    • Finance
    • Dealer licensing and Inspection
     
    Release 3 (2015) includes:
    • Driver's Licensing 
    • Driver compliance
    • Scheduling
     
    Release 4 (2016)
    • Vehicle Title
    • Vehicle Registration
    • Retirement of Legacy Systems
    Release 1 is nearly complete and testing is finishing up soon. Design and development of Release 2 is underway and requirement validation sessions for release 3 have started. Stage III concludes with the implementation of Release 4 in 2016. 

     

    Stage IV - Future Effort

    Support for on-going MNLARS operations and development.
