The State Homeland Security Grant Program (SHSP or SHSGP) is administered by the U.S. Department of Homeland Security. It is funded by annual appropriations by the U.S. Congress and funds are allocated to each state in part upon a formula and in part based upon the merit of each state’s proposed investments.
In years past, this grant program included an allocation to State Homeland Security Programs (SHSP), Urban Area Security Initiative Programs (UASI) and Law Enforcement and Terrorism Prevention (LETP). The two major categories applicable to interoperable communications in this grant program are State Homeland Security Program and Urban Area Security Initiative funding. The SHSGP, UASI and IECGP grant programs are funded by annual appropriations of the U.S. Congress and administered by the U.S. Department of Homeland Security.
The funding goals of the IECGP are designated to address gaps in the NECP.
