Current State System

Metropolitan Area 911 System

Counties of Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott and Washington

The enhanced 911 network in the Metropolitan area is provided by CenturyLink QC under contract with the Minnesota Department of Public Safety and the Metropolitan Emergency Services Board, a joint powers board contracting on behalf of Anoka, Carver, Chisago, Dakota, Hennepin, Isanti, Ramsey, Scott and Washington counties.

The metro 911 system with a primary selective router in Minneapolis and a secondary router in St. Paul also serves the Minnesota State Patrol East and West Metro Districts Communications Center in Roseville and the secondary Public Safety Answering Points (PSAPs) Allina, Hennepin County Medical Center and North Memorial Ambulance for Emergency Medical Dispatch.

Greater Minnesota 911 Systems

CenturyLink QC and Independent Emergency Services, LLC provide the enhanced 911 networks in the Greater Minnesota area under contract with the Minnesota Department of Public Safety and the individual counties.  

CenturyLink QC

CenturyLink QC provides the following counties selective router based enhanced 911 services listed below by the router that serves the counties:

  • Duluth Selective Router

Enhanced 911 services are provided through a Duluth Lucent 5E selective router to the counties of Carlton, Cook and Saint Louis (911 calls from the north section of the county are answered in Virginia and calls from the south section of the county are answered in Duluth). The Duluth 5E selective router has been updated with SS7 capabilities. The system also serves the State Patrol District Communications Centers at Duluth and Virginia.

  • Fargo Selective Router

Enhanced 911 services are provided through a Fargo Lucent 5E selective router to the Red River Regional Dispatch Center for the county of Clay (Consolidated center with Cass County (Fargo), North Dakota. The Fargo 5E selective router has been updated with SS7 capabilities. The system also serves the State Patrol District Communications Centers at Brainerd, Detroit Lakes and Thief River Falls.

  • Minneapolis Selective Router

Enhanced 911 services are provided through a Minneapolis Lucent 5E selective router to the counties of Benton, Sherburne, Stearns, Wright and a portion of the telephone exchanges in the counties of Goodhue and Meeker. The Minneapolis selective router is equipped with SS7 capabilities and the PSAP 911 trunks have been converted to 10-digit ANI in order to accommodate the additional area codes. The system also serves the State Patrol District Communications Center at Saint Cloud and three secondary PSAPs that provide Emergency Medical Dispatch (Allina, Hennepin County Medical Center and North Memorial).

  • Rochester Selective Router

Enhanced 911 services are provided through a Rochester Lucent 5E selective router to the counties of Dodge, Freeborn, Mower, Olmsted, the combined Rice and Steele, Wabasha, Winona, and a portion of Goodhue County telephone exchanges. The Rochester 5E selective router is equipped with SS7 capabilities. This system also serves the State Patrol District Communications Centers at Mankato, Marshall and Rochester, and Gold Cross Ambulance secondary PSAP for Emergency Medical Dispatch.


Independent Emergency Services, LLC (IES) 

IES provides the following counties selective router based enhanced 911 services listed below by the router that serves the counties:

  • Brainerd Selective Router

Enhanced 911 services are provided through the Brainerd CML ECS-1000 selective router to the counties of Aitkin, Crow Wing, Kanabec (also paired with Hutchinson router), Mille Lacs, Morrison and Pine.

  • Erskine Selective Router

Enhanced 911 services are provided through the Erskine CML ECS-1000 selective router to the counties of Clearwater, Mahnomen, Marshall, Norman, Polk and also the counties of  Kittson, Lake of the Woods, Marshall, Pennington, Red Lake and Roseau that are also paired to the Turtle River selective router.

  • Hutchinson Selective Router

Enhanced 911 services are provided through the Hutchinson CML ECS-1000 selective router to the counties of Big Stone (911 calls answered by Kandiyohi County), Chippewa, Kanabec (also paired with the Brainerd selective router), Kandiyohi, McLeod, portion of exchanges in Meeker (also connected to Qwest Minneapolis selective router), Renville, Sibley and Swift.

  • Kasson Selective Router

Enhanced 911 services are provided through the Kasson CML ECS 1000 911 selective router to the counties of Blue Earth (also paired with Ruthton and under subcontract with HickoryTech), Faribault, Fillmore, Houston, Le Sueur, Martin (also paired with Ruthton), Nicollet and Waseca.

  • Perham Selective Router

Enhanced 911 services are provided through the Perham CML ECS-1000 selective router to the counties of Becker, Douglas, Grant, Otter Tail, Pope, Stevens, Todd, Traverse, Wadena and Wilkin.

  • Ruthton Selective Router

Enhanced 911 services are provided through the Ruthton CML ECS-1000 selective router to the counties of Blue Earth (also paired with Kasson, and under subcontract with HickoryTech), Brown, Cottonwood, Jackson, Lac qui Parle, Lincoln, Lyon, Martin (also paired with Kasson), Murray, Nobles, Pipestone, Redwood, Rock, Watonwan and Yellow Medicine.

  • Turtle River Selective Router

Enhanced 911 services are provided through the Turtle River CML ECS-1000 selective router to the counties of Beltrami, Cass, Hubbard, Itasca, Koochiching, Lake and the counties of Kittson, Lake of the Woods, Marshall, Pennington, Red Lake and Roseau that are also paired to the Erskine selective router.
