FirstNet seeks comments on stated minimum requirements, priorities, expectations and goals for cyber security.  Minnesota’s response contains additional requirements representing minimum achievements to establish the state’s priorities.

Minnesota Response to FirstNet Third Public Notice on FirstNet's Further Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012 ("Third Notice") (June 4, 2015)

Firstnet further describes its preliminary conclusions and reasoning behind the interpretations in the First Notice of the term “public safety entity”.  Minnesota generally agrees with the broad interpretation of a “public safety entity" similar to that of the ARMER system.


Minnesota Response to FirstNet Second Public Notice on FirstNet's Further Proposed Interpretations of Parts of the Middle Class Tax Relief and Job Creation Act of 2012 ("Second Notice") (April 28, 2015)

FirstNet continues to put forth their interpretation of the Middle Class Tax Relief and Job Creation Act of 2012 that governs FirstNet and the Nationwide Public Safety Broadband Network (NPSBN) buildout.    Minnesota weighs in on FirstNet’s interpretation of what is allowed for a state that chooses to opt out of the NPSBN and the implications of FirstNet’s interpretation.

 
FirstNet proactively solicits the opinions and recommendations from a broadbase of solution vendors, the academic community, knowledgeable consultants and government stakeholders with a Request for Information (RFI) for a Comprehensive Network Solution.
 
In this first public notice, FirstNet puts forth their interpretation of the Middle Class Tax Relief and Job Creation Act of 2012 that governs FirstNet and the Nationwide Public Safety Broadband Network (NPSBN) buildout.  Minnesota responds with concerns about the definition of “rural” and the affect this could have on coverage provided in Greater Minnesota; who may have access to the NPSBN; who is considered a public safety entity; and lifecycle management obligations.
