What We Do

As a strategic partner with all twelve divisions, we strive to develop and deliver innovative human resource programs and services designed to increase the performance of the DPS workforce. Our core services include recruitment and staffing, employee relations, organizational development, benefits, wellness, safety and training.

The department coordinates the functions and services of the state relating to the safety and convenience of its citizens (Minnesota Statutes, Chapter 299A).


Mark Carlson, director, Human Resources
Lowell Thompson served in excess of 30 years as an elected labor union official representing paramedics, emergency medical technicians and dispatchers employed at Hennepin County Medical Center.  He worked collaboratively with stakeholders to promote and improve emergency medical services, labor relations, pension coverage, employment policy and career opportunities for public sector employees.

Thompson joined the Minnesota Department of Public Safety in January 2007 as Labor Relations Manager and has served on multiple collective bargaining state teams.  He was appointed interim Human Resources Director in December 2012 and received permanent appointment by Commissioner Dohman in April 2013.  
Human Resources has a staff of 12 full-time and one part-time employee at the Saint Paul, Town Square location.
