Critical infrastructure protection program

The systems and networks that make up the infrastructure of our society and economy, such as energy, transportation, finance or communications, are often taken for granted, yet a disruption, from either a natural disaster or a deliberate act, to just one of those systems could have major consequences across other sectors – especially at the local and regional level. 

Protecting, strengthening, and maintaining these assets and systems requires a proactive and collaborative effort across all levels of government and society to maintain public confidence, resilience and the nation’s safety, prosperity, and well-being.     

The U.S. Department of Homeland Security provides strategic guidance and support to both public and private partners to promote a national unity of effort and coordinate the overall goals to increase the security and resilience of America’s critical infrastructure. 

Critical infrastructure protection in Minnesota 

HSEM leads the state effort to keep Minnesota secure and help prevent acts of terrorism. Part of that effort includes assessing and prioritizing Critical Infrastructure and Key Resources (CIKR) across the state. 

Critical infrastructure describes the physical and cyber systems and assets that are so vital to the United States that their incapacity or destruction would have a debilitating impact on our physical or economic security, public health, or safety. The nation's critical infrastructure provides the essential services that underpin American society. 

HSEM will help coordinate Federal, State, Local and Tribal efforts to increase the security and resiliency of Minnesota’s CIKR focusing on the following community lifelines: 

  • Safety and security 
  • Food, water and sheltering. 
  • Health and medical 
  • Energy (power and fuel) 
  • Communications 
  • Transportation 
  • Hazardous material 
  • Mass gatherings 

HSEM staff will coordinate with the Department of Homeland Security’s Protective Security Advisor to help enhance the critical infrastructure protection efforts of state, local and tribal jurisdictions.

Within each CISA Region are your local and regional Protective Security Advisors (PSAs), Cyber Security Advisors (CSAs), Emergency Communications Coordinators (ECCs), and Chemical Security Inspectors (CSIs).

An information-protection program to enhance information sharing between the private sector and the government.
