Training and Exercises


HSEM provides a comprehensive training program for Minnesota’s emergency management professionals. Our Minnesota Emergency Management Certificate curriculum and other specialized learning paths have a mix of classroom, workshop and online courses coordinated to prepare those who play a role in improving Minnesota’s readiness. The topics in this section offer specific information on available training opportunities.

IMPORTANT NOTE ON TRAINING CERTIFICATE COMPLETIONS:  In order to be eligible to receive your learning path certificate at the Governor's Conference that is held every February you must complete all of the trainings and upload all needed completion certificates into your LMS profile NO LATER than December 31st of the previous year.

For example, if you want to receive your Basic Emergency Management certificate at the February 2020 Governor's Conference, you must have everything completed and uploaded by December 31, 2019.

The other options for receiving your certificate (via snail mail or at a local meeting of your choice) are available year-round and do not have a deadline.



Realistic exercise of core capabilities prepares us for real world events. The HSEM Exercise Program supports emergency management personnel in planning, conducting and evaluating exercises.

Minnesota Community Emergency Preparedness Program

The Minnesota Community Emergency Preparedness (CEP) Program is an exercise-based training activity that places emergency response personnel under realistic crisis situations within a structured and safe learning environment. Training and simulations are tailored for your jurisdiction based on your needs. The Minnesota CEP stresses the functions, resources, organizations, and individuals in all phases of emergency management.
