Training and Exercises


HSEM provides a comprehensive training program for Minnesota’s emergency management professionals. Our Minnesota Emergency Management Certificate curriculum and other specialized learning paths have a mix of classroom, workshop and online courses coordinated to prepare those who play a role in improving Minnesota’s readiness. The topics in this section offer specific information on available training opportunities.

MGT0414-​ Critical Infrastructure Resilience and Community Lifelines (formerly Advanced Critical Infrastructure Protection) is available for registration if you have been accepted into the Critical Infrastructure Planner​ Learning Path.

G-0290 Basic Public Information Officer and ​MGT-323 Instructor Development Workshop are also available for registration.  These courses can be found under HSEM Open Enrollment Courses in the HSEM LMS​.


Realistic exercise of core capabilities prepares us for real world events. The HSEM Exercise Program supports emergency management personnel in planning, conducting and evaluating exercises.

Minnesota Community Emergency Preparedness Program

The Minnesota Community Emergency Preparedness (CEP) Program is an exercise-based training activity that places emergency response personnel under realistic crisis situations within a structured and safe learning environment. Training and simulations are tailored for your jurisdiction based on your needs. The Minnesota CEP stresses the functions, resources, organizations, and individuals in all phases of emergency management.
