Victims, their family members, witnesses and first responders involved in mass violence incidents can experience a broad range of emotions and have a variety of needs. These emotions are a normal and natural reaction to a stressful situation or traumatic event. There is no right or wrong way to feel—each victim experiences unique emotions at different points during their recovery process. Specialized help and resources are available.

Financial assistance for victims

Those affected by violent crime may be eligible for financial assistance from the Minnesota Crime Victims Reimbursement Program. The program reimburses victims and their families for out-of-pocket losses that were a direct result of a crime. Assistance may be offered to: 

  • Victims who were injured
  • Family members of victims who were injured or killed
  • Persons who were not physically injured but were in the “zone of danger”
  • Witnesses who saw or heard the crime take place
  • Those who rendered aid to victims

Eligible expenses include funeral and medical costs, lost wages, counseling and mental health care. For more information and to apply, go to the Minnesota Crime Victims Reimbursement Program website.
