Federal Non-Competitive Grant Programs

Federal non-competitive grants (also known as formula grants or entitlement grants) are types of funding provided by the U.S. federal government without a competitive application process. Instead of applicants competing against one another, funds are distributed to eligible recipients based on predetermined criteria set by law or regulation. As the State Administering Agency for federal criminal justice grant funds, OJP collaborates with eligible subgrantees to create and submit applications to receive these funds. OJP then administers and monitors the subawards. There is no competition for these subawards, but a grant work plan and organization financial documentation will be required from awardees.
