Update on BCA Investigation of Officer Involved Shooting Incident in St. Paul

UPDATE 12/4/2020

The Bureau of Criminal Apprehension has identified the two remaining officers who used weapons during the officer involved shooting incident on November 29 in St. Paul.

  • Officer Flavio Becerra discharged his PepperBall gun. He has been with the St. Paul Police Department for three years.
  • Sergeant Kathleen Brown deployed her Taser during the incident. She has been with the department for 18 years.

The man injured during the incident, Joseph Javonte Washington, continues to be treated for his injuries at Regions Hospital.

When its investigation is complete, the BCA will provide its findings without recommendation to the Attorney General’s Office for review.

ST. PAUL — The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified the officers who used weapons during an officer involved shooting incident that occurred on Saturday, November 28, in St. Paul.

  • Officer Anthony Dean has been with the department for six years. He discharged his handgun.
  • Officer Jacob Pederson has been with the department for six years. He discharged his Taser.
  • Officer Colleen Rooney has been with the department for nine years. She deployed her K9.
  • A St. Paul officer who deployed their Taser will be identified after they provide an interview to BCA investigators.
  • A St. Paul officer who discharged their PepperBall gun will be identified after they provide an interview to BCA investigators.

The man who was injured during the incident also has been identified. Joseph Javonte Washington, 31, of Lakeville, continues to be treated for his injuries at Regions Hospital in St. Paul.

Mr. Washington faces criminal charges for a series of events that occurred in the hours leading up to the officer involved shooting incident. Washington has been charged in Dakota County District Court with three counts of first degree criminal sexual conduct, one count of kidnapping, and one count of second degree assault. The incident took place at the victim’s Lakeville residence starting around 6:30 p.m. Details of the incident are provided in the criminal complaint.

The vehicle Washington and the victim were in crashed near the intersection of Rice Street and Maryland Ave. West in St. Paul at approximately 7:55 p.m. A short time later, Washington broke into a St. Paul home. An investigation into what happened during the break-in is underway.

St. Paul police officers responded to the area following a 911 call from the St. Paul homeowner. After a search of the area, they located Washington hiding in a dumpster in the alley behind the 1000 block of Rice Street.

There were no weapons recovered from the site of the shooting or the dumpster.

There is body camera video of the officer involved shooting incident. Squad cameras captured portions of the incident.

The BCA is investigating the officer involved shooting and the home break-in in St. Paul. Lakeville Police Department is investigating the incident in that city.

The investigation by the BCA Force Investigation Unit into the officer involved shooting is ongoing. When the investigation is complete, the BCA will provide its findings without recommendation to the Minnesota Attorney General’s Office for review.
