Update on BCA Investigation of Officer Involved Shooting in Isanti County

​UPDATE -- February 25, 2021

ST. PAUL — The Bureau of Criminal Apprehension (BCA) has identified the officers who used force during an officer involved shooting incident that occurred on Feb. 21 in Isanti County. All are on standard administrative leave.

  • Officer Grant Breems has been in law enforcement for 27 years and with the Blaine Police Dept. for four years. He discharged his firearm.
  • Officer Tim Evens has been in law enforcement for 23 years and with the Blaine Police Dept. for 15 years. He discharged his firearm.
  • Officer Jake Sorteberg has been with the Anoka Police Department for eight years. He deployed K9 Bravo, who was released from the University of Minnesota Veterinary Medical Center on Feb. 22.

The Midwest Medical Examiner’s Office on Feb. 23 identified the man who died as Dominic Lucas Koch, 27, of St. Croix Falls, Wisc. Koch died of multiple gunshot wounds.

A second man, identified by the Anoka County Attorney’s Office as Joseph William Heroff of Hammond, Wisc., was charged earlier this week.

According to the BCA’s preliminary investigation, officers were pursuing carjacking suspects, now identified as Koch and Heroff, on Hwy. 65 when the suspects’ vehicle left the road just north of Hwy. 107 and became disabled. Koch and Heroff exited the vehicle and fled on foot. Heroff was apprehended by officers but Koch continued to flee and at one point was struck by a motorist’s vehicle. Officer Sorteberg then deployed K9 Bravo. Koch fired his gun, striking K9 Bravo. Officers returned fire, fatally striking Koch. Officers rendered medical aid but Mr. Koch was pronounced deceased at the scene.

The incident was captured on both body cameras and dash cameras.

The BCA investigation of the officer involved shooting incident is ongoing. Once the BCA investigation of the officer involved shooting is complete the BCA will provide its findings without recommendation to the Isanti County Attorney’s Office for review.

The Blaine Police Department is leading the investigation of the events that took place prior to the officer involved shooting.

February 23, 2021

ST. PAUL — The Midwest Medical Examiner’s Office has identified the man who died during an officer involved shooting incident on February 21 in Isanti County. Dominic Lucas Koch, 27, of St. Croix Falls, Wisc., died of homicide due to multiple gunshot wounds.

In addition, the Anoka Police Department has announced that K9 Bravo has been released from the University of Minnesota Veterinary Medical Center and is continuing to recover at home.

The Isanti County Sheriff’s Office released information about the incident on February 21.

The BCA investigation of the officer involved shooting incident is ongoing. Additional information, including the names of officers who discharged their firearms, will be released once the initial round of interviews is completed.

There is both body camera and dash camera footage of the incident.

Once the BCA investigation of the officer involved shooting is complete the BCA will present its findings without recommendation to the Isanti County Attorney’s Office for review.

The Blaine Police Department is leading the investigation of the events that took place prior to the officer involved shooting. The Anoka County Attorney’s Office released information about charges related to those events earlier today.
