The Legislature created the Office of Pipeline Safety through the 1987 Pipeline Safety Act, Minnesota Statutes 299J, and 299F.  Because of its excellent program for inspecting pipelines within the state, the federal Office of Pipeline Safety granted MNOPS interstate agent status in 1991. This status gave MNOPS the responsibility for inspecting all pipelines crossing the Minnesota border. Minnesota was one of only three states with this level of inspection authority in 2006.
