Fire Standard Compliant cigarettes
Minnesota law requires that all cigarettes sold in the state meet fire safety performance standards and be certified by the State Fire Marshal (SFM) division. Under Minnesota Statutes 299F.850–859, cigarette manufacturers must certify that each cigarette brand style complies with Minnesota’s Fire Standard Compliant (FSC) requirements before it may be sold in Minnesota.
An FSC cigarette is designed to self-extinguish if left unattended or if it is not actively being smoked, reducing the amount of time the cigarette burns and the likelihood that it will ignite nearby flammable materials.
The FSC program requires cigarette brand styles to meet standardized ignition-propensity testing requirements. SFM reviews certification applications, including product testing documentation and packaging information, to ensure compliance with state law.
SFM manages cigarette brand certifications through an online License Management System (LMS). Manufacturer representatives can use the system to:
- Apply for certification of new cigarette brand styles
- Renew existing certifications (required every three years)
- Upload testing documentation and required supporting materials
- Manage company affiliations and certification records
