BCA identifies man, officers involved in St. Cloud force incident

ST. PAUL — The Minnesota Department of Public Safety’s Bureau of Criminal Apprehension (BCA) has identified the man shot by a St. Cloud officer May 9 in St. Cloud. Kyeon Royale Hill, 46, of St. Cloud was shot once in the arm. The BCA is investigating this incident.

The BCA has also identified the St. Cloud Police Department officers who used force during this incident.

  • Officer Virgilia Schreiner fired her department issued handgun. Schreiner has three years of law enforcement experience and is on critical incident leave.
  • Officer Cade Gauerke discharged his Taser. Gauerke has three years of law enforcement experience and is on critical incident leave.

According to the BCA’s preliminary investigation, at about 3:45 p.m. on May 9, St. Cloud officers responded to the 600 block of Eighth Avenue North following a 911 call from a woman reporting being threatened with physical assault by a man who was known to her from a past relationship. During the investigation, officers told Hill to exit a vehicle he was seated in and advised him he was under arrest. Officers also observed that Hill was in possession of a pocket knife and ordered him to put it down. Hill exited the vehicle with the pocket knife and stabbed Schreiner in her left arm, causing a puncture wound. Schreiner discharged her firearm one time striking Hill in his right shoulder. Hill then fled on foot and was pursued by officers. During this foot pursuit Gauerke deployed his Taser, which allowed officers to take Hill into custody. Officers gave Hill medical care until an ambulance arrived and took him to the hospital for treatment. He has since been released and booked into the Stearns County Jail.

BCA crime scene personnel recovered a pocket knife at the scene. The officers were wearing body cameras during the incident. BCA agents are reviewing that video as they continue to investigate this incident.

The St. Cloud Police Department asked the BCA to investigate the officers’ use of force. Once the investigation is complete, the BCA will present its findings without a charging recommendation to the Stearns County Attorney’s Office for review.

The incident prior to the officers’ arrival and the stabbing incident are being investigated by the Stearns County Sheriff’s Office.
