​ST. PAUL – The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified the people involved in a use-of-force incident May 31 in South St. Paul. No one was injured in this incident.

• South St. Paul police officer Dylan Naffzinger fired his department handgun. He has one-and-a-half years of law enforcement experience.

According to the preliminary investigation, two South St. Paul police officers were inside the garage of an apartment complex responding to a disturbance call when they saw a man pointing a gun at them. The officers left the garage through a lobby door. As they were standing outside, the main garage door opened, revealing the man still standing inside. Naffzinger fired one round at the man, who was later identified as Demetrious Royal, 54, of South St. Paul. Royal was not injured and followed the officers' commands to get on the ground. He slid toward them what was later determined to be a laser pointer that could be attached to a gun. Royal was taken into custody and now faces one charge of threats of violence with a replica or BB gun. Neither Royal nor the woman in the garage are believed to be connected to the original 911 call.

BCA personnel recovered a laser pointer designed to be mounted on a gun and one cartridge casing outside of the garage. Inside the garage, they found a Black Ops .177 caliber Co2 powered pellet handgun. The officers were wearing body cameras that captured the incident. BCA agents are reviewing all available video as part of the active investigation.

The South St. Paul Police Department asked the BCA to investigate this incident. Once the investigation is complete, the BCA will present its findings without a charging recommendation to the Dakota County Attorney's Office for review.
