BCA identifies subject, officers involved in St. Paul force incident

ST. PAUL — The Ramsey County Medical Examiner’s Office has identified the man who died as the result of a force incident that happened on Nov. 9 in St. Paul. The medical examiner determined that Mychel Allan Stowers, 36, died of multiple gunshot wounds.

In addition, the Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified the St. Paul Police Department officers who discharged their firearms during the incident. Both are on critical incident leave.

  • Officer Eric Jaworski discharged his rifle. Officer Jaworski has 10 years of law enforcement experience.
  • Officer Matthew Foy discharged his handgun. Officer Foy has 10 years of law enforcement experience.

Stowers was being sought in connection with a St. Paul homicide investigation. Officers were acting on a tip that Stowers was at a business in the 1100 block of West Seventh Street when they encountered a man who matched Stowers’ description and aligned with information provided in the tip.

According to the BCA’s preliminary investigation, the man left the business on a bicycle and multiple squads converged on him as he reached the intersection of Watson Avenue and Bay Street. Before officers could confirm his identity, the man, now identified as Stowers, produced a handgun and pointed it at the officers. Jaworski and Foy discharged their firearms, striking Stowers. Officers provided medical aid until St. Paul Fire Department medics arrived. Stowers was taken by ambulance to Regions Hospital in St. Paul where he died a short time later. No one else was injured during the incident.

The incident was captured on body-worn camera, squad camera and neighborhood security camera video.

BCA crime scene personnel recovered a handgun from the location where Stowers was shot.

The BCA’s investigation of this incident is ongoing. When the investigation is complete, the BCA will present its findings, without recommendation on charges, to the Ramsey County Attorney’s Office for review.
