BCA identifies troopers involved in ending pursuit

​ST. PAUL – The Hennepin County Medical Examiner’s Office has identified the man who died after a pursuit involving St. Paul police and Minnesota State Patrol troopers on Sunday, June 11. The medical examiner determined that Marlin Brewer, 36, of St. Paul died of a self-inflicted gunshot wound. 

As part of its active investigation, the Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) has identified the Minnesota State Patrol troopers who used their squad cars in a Pursuit Intervention Technique (PIT) maneuver to end the pursuit. No members of the St. Paul Police Department used force during this incident.

Early Sunday morning, Brewer was involved in a domestic violence incident in St. Paul. After reports of shots fired, Brewer fled from police, leading to a pursuit on westbound Interstate 94. It ended when Troopers Hoy and Noxon used a PIT maneuver to stop Brewer’s car on the South Cedar Avenue off-ramp in Minneapolis. When responding officers approached Brewer’s car, they found him slumped over with an apparent gunshot wound to his head. They performed life-saving care until Brewer could be taken to Hennepin County Medical Center with life-threatening injuries. He died on Tuesday. The Hennepin County Medical Examiner’s Office conducted the autopsy on Wednesday. 

BCA crime scene personnel recovered a handgun and single cartridge casing from inside Brewer’s car. Portions of the incident were captured on squad and body-worn cameras. BCA agents are reviewing that footage as part of the investigation into the circumstances of Brewer’s death. The BCA is not investigating the domestic violence incident or the pursuit prior to the PIT maneuver.

The St. Paul Police Department asked the BCA to investigate this incident. Once the investigation is complete, the BCA will present its findings without a charging recommendation to the Hennepin County Attorney’s Office for review.
