BCA investigating inmate death at Lac qui Parle County Jail

​ST. PAUL – The Minnesota Department of Public Safety Bureau of Criminal Apprehension (BCA) is investigating after an inmate at the Lac qui Parle County Jail was found deceased in his cell on Saturday, June 17. Jail personnel found Dennis Eugene Kipp, 60, of Graceville, deceased just before 4 p.m. in an apparent hanging. Kipp had been booked into the Lac qui Parle County Jail on a drug possession charge from Big Stone County. Big Stone County does not have a jail available. Kipp was the only person in his housing unit at the time. He was declared dead at the scene.

As part of its preliminary investigation, BCA agents are reviewing all available video footage from inside the jail. The Midwest Medical Examiner's Office is conducting the autopsy. The Lac qui Parle County Sheriff's Office asked the BCA to investigate this incident. When the investigation is complete, the BCA will present its findings without recommendation to the Lac qui Parle County Attorney's Office for review.
