Making life better for Minnesotans is more than a goal for these three DPS employees

Celebrating Public Service Week: Meet three of our employees making life better

May 7, 2025

Making life better for Minnesotans is more than a goal for Bob Lahr, Sheila Thao and Vernitta Moore. Whether it’s through lifesaving design, frontline training or a carefully timed moment of empathy, public service done with passion is their daily work!

Bob Lahr: Designing for public good

For more than two decades, Bob Lahr, a designer in our Office of Communications, has used his creative talents to support public safety across the state. Whether he’s designing the Minnesota Driver's Manual or public information campaigns, his goal is always clear: Make communications useful, clear and impactful.

“I add value to how the Department of Public Safety serves the public,” Bob said. “And I take pride in that.”

His work was especially critical during the COVID-19 pandemic, when our Driver and Vehicle Services division needed fast, clear signage to help keep people safe.

The projects were fast-paced, high-stakes — and essential. He's also contributed to campaigns about distracted driving, knowing how vital that messaging can be.

“If my designs helped save even one person’s life, then it’s all been worth it.”

Sheila Thao: Training for stronger communities

As a training coordinator for our Bureau of Criminal Apprehension for nearly four years, Sheila Thao strengthens public safety across Minnesota by delivering leadership and investigative training to law enforcement agencies — often directly in the communities where officers serve.

“I’m thankful to be on a team that delivers that service to law enforcement in our state,” she said.

By bringing training to regional hubs across Minnesota, Sheila and her team help departments reduce travel costs and keep officers close to their communities. “A lot of the people we train are really grateful when we come to them.”

Sheila’s public service doesn’t stop there. She also volunteers with Healing Hearts Rescue, a foster-based dog rescue in the Twin Cities metro area.

“Whether it’s helping pups or sharing leadership knowledge, I feel rewarded doing both.”

Vernitta Moore: Helping through listening

With 32 years of experience serving in DPS and as a buyer for our Minnesota State Patrol for the past year, Vernitta Moore plays a behind-the-scenes role that helps keep operations running smoothly. But what really sets her apart is her ability to connect with people.

“The fact that I can learn something new every day keeps me going,” she said. “Even through purchase orders, I get to learn about the important work my coworkers are doing.”

That openness to learning — and listening — extends to everyone she encounters. Recently, Vernitta took a call from someone in Canada who had seen something online and was upset. Instead of passing them off, she listened patiently and turned a tense exchange into a productive conversation.

“They said, ‘I didn’t call to have this conversation, but you changed my thoughts. I’m really glad I spoke with you,’” she recalled.

“I thought, ‘Did I just stop someone from calling a trooper and making their day worse?’ It felt good to walk him off the cliff.”

A positive effect on Minnesotans

As Vernitta says — and Bob and Sheila would agree: “we really want to make life better for you.”
