Safe and lawful ways to demonstrate

We support every Minnesotan's right to demonstrate and exercise their rights as protected by the First Amendment. There are many ways to safely and lawfully to express your views including:
- Gathering together with others in public spaces where pedestrians are allowed.
- Marching or walking (not on roadways).
- Making your voice heard through chants, speeches and displaying signs.
Unsafe and illegal actions
The top priority of state and local law enforcement is public safety. Behaviors that create hazards, threaten safety, disrupt emergency services or endanger people nearby may result in fines and/or arrest:
- Demonstrating on or entering a freeway on foot. Walking on highways is illegal and puts everyone in danger. Winter conditions make roads more dangerous for drivers and pedestrians.
- Throwing objects.
- Starting or setting a fire.
- Damaging property or graffiti.
- Using illegal fireworks.
- Displaying or using illegal weapons.
We encourage Minnesotans to rely on official information from local sources as they make plans.
