Comprehensive Preparedness Guide (CPG) 101 Version 2.0
The Federal Emergency Management Agency (FEMA) provides this guidance on the fundamentals of planning and developing emergency operations plans (EOPs) for local and state emergency planners. This edition, Version 2.0, places greater emphasis on representing and engaging the whole community, including those with access and functional needs, children and those with household pets and service animals, in the planning process. CPG 101 is the foundation for state, territorial, tribal and local emergency planning in the United States.
The Comprehensive Preparedness Guidance (CPG) 201
Second Edition: Threat and Hazard Identification and Risk Assessment Guide
The First Edition of this Guide (April 2012) presented the basic steps of the Threat and Hazard Identification and Risk Assessment (THIRA) process. The current Second Edition expands the THIRA process to include estimation of resources needed to meet the capability targets. The Second Edition also reflects other changes to the THIRA process based on stakeholder feedback and supersedes the First Edition of CPG 201.
National Preparedness Goal
In addition to stating the goal, this FEMA document describes 31core capabilities that address the greatest risks to the nation. Each of these core capabilities is tied to a capability target, recognizing that jurisdictions need the flexibility to determine how they apply their resources based on the threats that are most relevant to their communities. The National Preparedness Goal organizes the core capabilities into the five mission areas of Prevention, Protection, Mitigation, Response and Recovery.
Access and Functional Needs Planning Toolkit
This searchable online toolkit, developed through a collaborative effort with Minnesota state and other agencies, provides the latest methods and the most comprehensive resources available in Minnesota for including people with access and functional needs in whole community emergency plans.
Mass Care Guidance
The American Red Cross and the Federal Emergency Management Agency (FEMA) signed a Memorandum of Agreement on October 22, 2010 that describes how FEMA and the Red Cross will work together with the formation of the National Mass Care Strategy. As co-leads, FEMA and the Red Cross will work together to help government agencies and community organizations plan, coordinate and provide a breadth of mass care services for people affected by disasters.
