FEMA Hazard Mitigation Assistance (HMA) grant programs provide funding opportunities for pre-and post-disaster mitigation. While the statutory origins of the programs differ, all share the common goal of reducing the risk of loss of life and property due to natural hazards. HSEM administers the HMA disaster programs.
The Notice of Interest (NOI) is the first step in the application process for HMGP, BRIC and FMA grants. Please contact
hazard.mitigation@state.mn.us for more information or to request a NOI.
Submitted NOIs received by the deadline will receive primary consideration. We will continue to accept NOIs after that date for future funding opportunities. Priority will be given to applications that address climate change, equity, and nature-based solutions.

The HMGP provides grants to states and local governments to implement long-term hazard mitigation measures after a major disaster declaration. The purpose of the HMGP is to reduce the loss of life and property due to natural disasters and to enable mitigation measures to be implemented during the immediate recovery from a disaster. The HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

Building Resilient Infrastructure and Communities (BRIC)

BRIC will support states, local communities, tribes and territories as they undertake hazard mitigation projects, which will reduce the risks they face from disasters and natural hazards. BRIC is a new FEMA pre-disaster hazard mitigation program that replaces the existing Pre-Disaster Mitigation (PDM) program.
The BRIC program's guiding principles are supporting communities through capability-and capacity-building; encouraging and enabling innovation; promoting partnerships; enabling large projects; maintaining flexibility; and providing consistency.

Flood Mitigation Assistance (FMA) Program

The Flood Mitigation Assistance (FMA) program was created as part of the National Flood Insurance Reform Act (NFIRA) of 1994 (42 U.S.C. 4101) with the goal of reducing or eliminating claims under the
National Flood Insurance Program (NFIP).
FEMA provides FMA funds to assist states and communities implement measures that reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under NFIP.
Individual homeowners and businesses may not apply directly to the program; however an eligible applicant or sub applicant may apply on their behalf.
