Hazard Mitigation

The HSEM Hazard Mitigation team's mission is to reduce the risk to people and property from natural hazards by developing and implementing long term mitigation measures that will reduce or eliminate the severe effects of future disasters. This webpage contains funding opportunities and links to federal hazard mitigation and other programs.  

Hazard Mitigation Programs

The Hazard Mitigation Assistance (HMA) grant programs provide funding opportunities for pre- and post-disaster mitigation. While the statutory origins of the programs differ, all share the commo​n goal of reducing the risk of loss of life and property due to natural hazards.

  • Hazard Mitigation Grant Program (HMGP)
  • Flood Mitigation Assistance (FMA) Program

Hazard Mitigation Planning

Hazard mitigation planning reduces the risk to people and property, and reduces the cost of recovering from a disaster.  A hazard mitigation plan can help communities become more sustainable and disaster-resistant by focusing efforts on the hazards, disaster-prone areas and identifying appropriate mitigation actions.  Effective mitigation planning and efforts can break the cycle of disaster damage, reconstruction, and repeated damage.

Hazard Mitigation Success Stories

Over the years, Minnesota communities have successfully implemented hazard mitigation strategies and projects. These articles demonstrate how mitigation programs can be applied to local communities to help reduce the risks from natural hazards.

State Hazard Mitigation Plan

The purpose of this plan is to identify the State’s major hazards, assess the vulnerability to those hazards, and take steps to reduce vulnerability using the technical and program resources of Minnesota agencies.
