Governance

The Statewide Emergency Communications Board (SECB), five Regional Communications Boards and two Regional Emergency Services Boards are at the center of Minnesota's interoperable communications governance structure. Reporting to each board are subcommittees and workgroups. The overall SECB structure may be viewed in the image below.

SECB committees and workgroups​ are composed of subject-matter experts who advise the board in rulings pertaining to each committee or workgroup's particular area of expertise. Regional boards perform a similar function for each multi-county region of the state.

This governance structure ensures the SECB acts on issues with the full input of public safety and government officials from across Minnesota and is representative of the diverse geographies, disciplines, authorities and areas of expertise throughout the state.
