Advisory Committee on Capitol Area Security
The Advisory Committee on Capitol Area Security (ACCAS) assesses state capitol safety and security risks. ACCAS provides advice and recommendations to the governor and Legislature about:
- Security priorities for the capitol area
- Strategies that address these security priorities
- Funding recommendations to support the strategies
To create a comprehensive security assessment, ACCAS consults with the following:
- Administration and Public Safety commissioners
- The Capitol Area Architectural and Planning Board
- The Minnesota Historical Society’s director
- the Senate’s and House of Representatives’ sergeants-at-arms
Annual security recommendations
ACCAS compiles its recommendations by Jan. 15 each year in a report.
The report includes:
- A general assessment of security in the capitol area
- Improvements it has implemented
- Recommendations for future improvements
- Recommendations for capital or operating expenditures
- Recommendations for statutory changes
- Recommendations for other changes in security-related policies or practices
ACCAS presents the report to:
- The governor
- The chairs and ranking minority members of the legislative committees with jurisdiction over the Capitol Area Architectural and Planning Board and the Department of Public Safety
- The chief justice of the Supreme Court
