Land Mobile Radio Committee
The Land Mobile Radio Committee (LMRC) advises the Statewide Emergency Communications Board (SECB) on matters that pertain to the operational and technical aspects of the ARMER (Allied Radio Matrix for Emergency Response) system. The committee reviews all participation plans, infrastructure modifications and system additions. Approved changes are forwarded to the SECB for ratification. The LMRC has representation from all regions of the state, thus assuring that all issues are discussed and vetted through a process that assures that all interests are represented. The committee also reviews any proposed changes to land mobile radio standards and forwards them to other committees as appropriate.
Until February 2019, the LMRC was known as the Operations and Technical Committee or, more commonly, as the “OTC.” The committee was well named when the SECB was the Statewide Radio Board and its sole technology was land mobile radio. Today the SECB serves as the overarching governance board over land mobile radio, 9-1-1, public safety broadband, and Integrated Public Alert and Warning Systems (IPAWS). The name change to the Land Mobile Radio Committee did not change the work of the committee; it only afforded the committee a name more fitting of its responsibilities.

Committee Membership
The Bylaws of the SECB prescribes the membership of its Operations and Technical Committee (bylaws to be updated to Land Mobile Radio Committee) as follows:
Membership is comprised of one primary and one alternate from each of the following: Minnesota Department of Transportation, Minnesota State Patrol, Minnesota Sheriffs’ Association, Minnesota Chiefs of Police Association, Minnesota State Fire Chiefs Association, Minnesota Ambulance Association, Minnesota Indian Affairs Council or Tribal Government, and each regional emergency communications or emergency services board.

Meetings
The LMRC typically meets on the second Tuesday of each month in the Afton Room of the Minnesota Department of Corrections (1450 Energy Park Drive, Saint Paul). Actual dates, times, locations, telephone conferences, and internet connections will be provided at the top of the meeting’s agenda.
Agendas, supporting materials, and minutes for future meetings and approved documents within the last six (6) months may be found on the Meeting Materials page. Requests for information on anything older than six (6) months can be submitted to SECB.DPS@state.mn.us
To request that an item be heard or considered by the LMRC, the item should be submitted to the Committee Chair at the below address. Meeting materials must be submitted no later than nine (9) business days prior to the meeting.
