Minnesota Fusion Center TLO Program

Strengthen the security of our state and your local community by joining the Minnesota Fusion Center’s (MNFC) Threat Liaison Officer (TLO) Program.

The MNFC TLO Program is a statewide network of agency-appointed public safety or critical infrastructure personnel. The program is an integral component of the Minnesota Fusion Center's mission and supplements the mechanism to gather and analyze all-hazard related information. 

The TLO Program benefits its participants by expediting information flow and providing access to a dedicated community within MNFC's Information Sharing Portal. Additionally, TLOs have the ability to engage with multidiscipline subject matter experts. TLOs must serve as a representative and point of contact for their agency. 

Prospective TLO candidates must meet one of the following criteria: 

  • Be a licensed and currently employed police officer, or perform a law enforcement function while employed by a law enforcement agency
  • Be a government employee or contractor who has a public safety or emergency preparedness job function
  • Be a representative of a private sector or non-profit organization whose job function
    • Demonstrates a “need-to-know
    • Supports homeland security functions
    • Is considered critical infrastructure or a key resource

The MNFC reserves the right to deny all applications. 

What does a TLO do?

Topics may include but are not limited to: 

  • Coordinating all crimes, threats and hazards information between local agencies and the MNFC 
  • Identifying and reporting legally obtained suspicious activity information 
  • Identifying possible crime trends 
  • Serving as a point of contact for questions and information regarding terrorism or criminal information, suspicious activity reports, tips, leads and other all-hazard incidents
