Motor vehicle dealer license application (PS2401)

Incomplete applications are returned to the applicant. 

Note: Your application should only be filed once the location meets all the necessary requirements listed on the commercial location checklist. 

Motor vehicle dealer license surety bond (PS2446) Businesses that buy or sell more than five vehicles per 12-month period must meet this licensing requirement. A Minnesota surety bond is put in place to help protect customers that do business with a dealership, safeguarding them from illegal business practices. 
Minnesota vehicle dealer license zoning verification (PS2421) The zoning official of the dealership’s jurisdiction must complete the form. 
Verification of property lease (PS2407) Dealers must have an established place of business, either owned or with a minimum lease term of one year by the licensee. If owned, proof of property ownership, like a property tax document, is required. 
Minnesota vehicle dealer license commercial location checklist (PS2410)

Dealers must have a commercial building on a permanent foundation. The building must be connected to local sewer and water facilities or comply with local sanitation codes, be adapted for commercial use and conform to local government requirements.

  • Failure to meet the requirements or any misstatement on the checklist will result in the denial of the dealer license. 
Demonstration and in-transit plate/sticker application (PS2405) Plate fees are not prorated. Dealers may only display dealer plates on vehicles they own or are holding for resale. 
Certification of compliance with Minnesota's Worker's Compensation law (PS2420) 

This certification must accompany an application for a Minnesota motor vehicle dealer's license. If the required information is not provided or falsely stated, a $2,000 penalty may result. 

  

Additional documents needed: 

  • Photocopies of each owner’s driver’s license 
  • Liability insurance declaration page required on all vehicles held for sale or resale. Minimum limits: $30,000 per person, $60,000 per accident, $10,000 property damage, $25, 000 per person/$50,000 per accident under and uninsured motorist liability protection, $20,000 medical and $20,000 non-medical personal injury protection.
