Third-party online knowledge testing
Proctor requirements
Businesses interested in becoming third party online knowledge test proctors must meet these requirements:
Provide all computers and equipment for people to take the online knowledge test. A minimum of two testing computers is required and a minimum of two days of testing per week.
- All proctor locations must be approved by the commissioner before testing can begin. Locations must be in a nonresidential occupancy, or occupancy not used as a residence.
- A program providing knowledge testing must provide a testing room of at least 90 square feet and suitable for knowledge testing.
- Driver Education programs need to be valid and in good standing with Minnesota Driver Education.
- Businesses must have proctors that are 21 years or older and have a valid Minnesota driver's license. Proctors must have at a minimum a valid class D license with no restrictions and a good driving record for 2 years prior to serving as a Proctor.
- Proctors must agree they will not provide assistance while proctoring the tests.
- Businesses may charge up to $10 to administer each class D knowledge test. No surcharge fees can be added.
- Businesses can administer the test during online knowledge testing hours Monday-Saturday, 6 a.m. - 11 p.m. DVS is available for support Monday - Friday 8 a.m. - 4 p.m. Testing hours must be posted where they are visible to the public.
Become a proctor
To become a third party online knowledge testing proctor, you must:
- Complete and return the proctor application.
- Complete and return the memorandum of understanding.
- Once approved, DVS will send you a letter with information to set up your system account in order to access what you need to proctor the knowledge test for Minnesotans.
- When you complete the registration, you will receive an email with knowledge testing site information.
