All-Hazards planning

​HSEM coordinates state level planning and provides guidance to local governments for writing and updating local plans. Additionally, All-Hazards planners ensure state-level plans and local guidance are in compliance with state and federal regulations.

Governor's executive orders 

Governor’s Executive Order 23-13 assigns emergency responsibilities to state agencies. 

The executive order applies to each state department, independent division, bureau, board, commission and independent institution of state government. 

 

The Minnesota emergency operations plan (MEOP) 

The MEOP provides the basis for a coordinated state response to a major disaster or emergency.

Functional needs planning toolkit 

In a collaborative effort with other state agencies, HSEM is offering the Functional Needs Planning Toolkit. This searchable online toolkit provides methods and the most comprehensive resources available to include people with access and functional needs in whole community emergency plans.
