Training

HSEM provides a comprehensive training program for Minnesota’s emergency management professionals. We offer a mix of classroom, workshop, and e-learning courses to prepare professionals who play a role in improving Minnesota’s readiness. Please subscribe to our Training Bulletin to receive updates on training events throughout Minnesota and neighboring states. Access the Training Portal to register for upcoming classes or to review your student transcript. 

If you have emergency management responsibilities to the State of Minnesota and would like to register for training courses, but do not have access to the Training Portal, please complete and submit a request access form. If you’re out of state and would like to register to attend a training session in Minnesota, please contact HSEM training below for availability.

HSEM training program update

HSEM is making exciting changes to the HSEM Basic Emergency Management and Director/Practitioner certificate programs based on feedback from you, our training program participants. Beginning in 2025, the training program will host FEMA’s Emergency Management Institute (EMI) Basic Academy, a program that aligns with both our federal and state partner training program initiatives.
 
As of Nov. 29, HSEM will no longer approve new applications for Basic Emergency Management and Director/Practitioner Certificate Program. This will allow participants who have completed at least 50 percent of the instructor-led courses in one of the certificate programs to receive priority registration for the 2024 training calendar. These individuals will receive notification of registration priority via email by Dec. 4 and will have until Jan. 3, 2024 — when registration opens to all program participants — to receive priority registration into remaining courses. All certificate programs completed prior to Dec. 31, 2024, will receive a certificate of completion.
 
Individuals who would like to enroll into the new FEMA Basic Academy in 2025 can begin independent study coursework in 2024 that will directly apply toward the Basic Academy certificate. Please n​ote that this transition plan will meet the requirements of Emergency Preparedness Grant Program (EMPG) funding. You will not be required to complete the Basic Academy if you have previously completed an HSEM certificate program. If you are a new EMPG recipient during this transition, you can work toward completing your independent study course work and will still be compliant with the requirements.

Minnesota community emergency preparedness program

The Minnesota Community Emergency Preparedness (CEP) Program is an exercise-based training activity that places emergency response personnel under realistic crisis situations within a structured and safe learning environment. Training and simulations are tailored for your jurisdiction based on your needs. The Minnesota CEP stresses the functions, resources, organizations, and individuals in all phases of an emergency.
