Commercial vehicles: Mandatory Inspection Program updates

Current updates

Below is a summary of revisions to the Mandatory Inspection Program (MIP) manual that have been incorporated into the 2026 Student Handbook.

  • p. 10 – Inspection required, Intrastate - clarifying language on towed special mobile equipment and decal.
    • Towed special mobile equipment that is not required to be registered is not required to be inspected or to display an MIP decal but can if the carrier/owner requests it.
  • p. 18 – Inspection report guidelines – clarifies special mobile equipment.
    • 11.LICENSE NUMBER: Enter vehicle’s MN state license plate number including all letters and numbers. If special mobile equipment write "SME"
    • Inspection report form change (page 2) – change made to align with change in DVS temporary permit timeline.

      Old:

Photo of the old Inspection report form shows language that says 21-day temporary license number

      New:

Photo of the 2026 Inspection report form shows language that says Minnesota temporary licenses instead of 21-day temporary license number

Due to this not being a significant change old forms can be used until Jan. 1, 2027 without incurring a penalty during an audit.
