Minnesota Sexual Assault Exam Payment Program (MSAEPP)
In 2023, the Minnesota Legislature shifted the responsibility for paying the cost of sexual assault examinations to the state. Prior to the change in the law, Minnesota's counties were responsible for paying for the exams related to sexual assaults that took place in their county.
Payment processing is the responsibility of the Minnesota Office of Justice Programs (OJP) through the Minnesota Sexual Assault Examination Payment Program (MSAEPP).
Providers are strongly encouraged to use the MSAEPP Claims System to submit their claims, but payment requests can also be submitted by mail, fax or email.
Submitting a claim
To process a claim, the bill:
- Must request payment from Minnesota Department of Public Safety Office of Justice Programs.
- Must have the exam costs itemized.
- Should not include costs related to medical diagnosis and treatment.
- Should include the full amount and any adjustment applied to bring the amount requested to the statutory cap.

Submit online
Medical service providers who wish to submit claims online must set up an MSAEPP account.
Once created, providers can submit their request for payment online through the MSAEPP Claims System.

For manual submission, complete an Exam Payment Cover Sheet, attach an itemized bill for each exam and submit the claim:
