The Office of Pipeline Safety (OPS) uses a risk-based method for scheduling pipeline inspections. Inspections include an evaluation of the operator's policies, procedures, training and qualification records, along with field observation of practices and conditions.

OPS conducts audits and inspections of over 72,000 miles of pipelines. These pipelines carry a variety of natural gas and hazardous liquid products and range in size from ½ to 48 inches in diameter.

Since 1991, OPS is a Pipeline and Hazardous Materials Safety Administration (PHMSA) interstate agent. This status gives OPS the ability to inspect over 10,000 miles operating as interstate pipelines in Minnesota. PHMSA retains the authority to enforce regulations, even though OPS is responsible for the inspection.
