Hazardous Materials endorsement information
Anyone who transports hazardous material that requires a placard on the vehicle under Code of Federal Regulations, title 49, parts 100-180 (see links below for additional information) must have a Hazardous Materials (HAZMAT) endorsement on their commercial driver’s license. In order to have a HAZMAT endorsement, you are required to have a Federal TSA background check under Code of Federal Regulations, Title 49, part 1572.

How do I apply for a HAZMAT endorsement?
You must have a commercial driver’s license (CDL). See the Minnesota Commercial Driver’s Manual for more information. If you hold a CDL, follow the steps below to add the HAZMAT:
1. A first-time HAZMAT applicant will need to complete Entry Level Driver Training (ELDT) before you can test.
2. Take and pass the HAZMAT knowledge test at a driver exam station and pay the appropriate fee.
3. Apply for or renew your CDL at a full-service exam station or driver’s license renewal office.
4. Visit the TSA website to complete a HAZMAT endorsement application or call toll-free 855-347-8371. The application process includes a fingerprint background check as part of the security threat assessment. You must have the proper ID documents to be fingerprinted. A list of acceptable enrollment (identification) documents is listed on the TSA website.
5. TSA notifies you and DVS when your application is completed.
What is a Security Threat Assessment?
The TSA Security Threat Assessment Program will check your criminal history records, immigration records and other federal agency records if you apply for, renew, or transfer a HAZMAT. TSA is conducting name-based checks on all drivers who currently hold a HAZMAT to identify drivers who present a security threat to the national transportation system.
How do I renew my Minnesota HAZMAT endorsement?
You must do this at least 30 days before your license expires in order to maintain continuous HAZMAT privileges.
1. Complete a HAZMAT endorsement application on the TSA website or by calling toll free 855-347-8371.
2. Take and pass the HAZMAT knowledge test at a Minnesota driver’s exam station.
3. Renew your CDL at a full-service driver exam station or driver’s license renewal office.
