Renew your driver's license or ID card by mail

Remote applications are for Minnesota residents who cannot come into a physical office to complete documentation for their driver's license, instruction permit or identification (ID) card. This includes completing an application, taking a picture and paying fees. This is also referred to as a mail-in or snowbird application. 

You can request a remote application if you are not in Minnesota and need to renew or replace your Minnesota driver’s license. Driver and Vehicle Services (DVS) will use the photo and signature already on record for your new card. 

You cannot renew or replace your license using a remote application if your current license status is not valid. Examples of an invalid license include if it's suspended, revoked, canceled or been expired for more than a year.

Requesting a remote application

You may qualify to receive a remote application if you meet certain qualifications, such as serving in the military or living in another state during the winter. 

To request a remote application, fill out a request form or call 651-297-3298. You will need to provide your full name, date of birth and mailing address. 

Once you receive the application, be sure to follow the instructions and checklist included with the application. If you do not, we will return your application, and you will need to submit it again.

Renewing your license

If you are renewing your license, you must visit a driver’s license office within 30 days of returning to Minnesota to get new photo taken. There is no fee unless there is a change to your name or address, or your card is due to be renewed.  

Getting your new card

Allow six weeks to receive your new card. Allow two weeks if you selected to expedite your application

Expedited cards cannotbe mailed to a post office box, APO military address or foreign country address. The expedited process will only work if your address is registered with United Parcel Service (UPS) and is in the continental U.S. 

Turning 21

If you are turning 21, the earliest we will print your card is five days before your birthday.  

Remember!

  1. Answer all questions on the remote application. 
  2. Put your Social Security number in the box for office use only. 
  3. Sign your application. 
  4. Have your signature notarized. 
  5. Keep a copy for your records. 
  6. Get an eye exam and have the eye doctor complete and sign the vision report (driver’s license renewals only). 
  7. Enclose a check or money order payable to DVS. Include an additional $20 expedite your license or ID
  8. Add proof of passing the motorcycle road test if you are military and adding the motorcycle endorsement.
