ID cards for youth experiencing homelessness
Homeless youth can get a free standard identification (ID) card if they meet certain requirements set out in Minnesota Statute 256K.45. This card is not a driver’s license and does not give you permission to drive. It expires in four years or on your 21st birthday, whichever comes first.

How do I know if I can get a free ID card?
- You must be 24 years old or younger.
- You must be a homeless youth.
- You must provide your current address; it must be a place where you can get mail for the next few weeks. This is where your card will be mailed.
- The address can be that of a caseworker, social worker, friend, relative or someone you know.
- You will need your Minnesota birth certificate or another primary document from this list.
- A birth certificate from another state is acceptable.
- You will need the Eligibility Verification for Homeless Youth ID Card form signed by a human services employee, school staff or school social worker.
Who is considered a homeless youth?
- You do not have a parent or guardian that is able or willing to provide shelter or care.
- You are in an unstable living situation such as:
- A staffed public or private shelter meant for short-term use.
- Temporary or transitional housing.
- Staying with a peer, family member or friend for a short time.
- A public or private place not meant for people to sleep in regularly.
How do I get my Minnesota birth certificate?
You can apply for a free birth certificate if you were born in the state of Minnesota and are a homeless youth. Use the Minnesota Department of Health packet to apply. These birth certificates expire, so make sure you apply for your ID soon after getting it. Fill out the Birth certificate packet form.

What do I do if I qualify?
- Apply in person at an office that accepts first time applications. Visit drive.mn.gov to search for the closest one.
- You do not need to bring a parent or guardian with you.
- Bring your primary document and the completed Eligibility Verification for Homeless Youth ID Card form.
- Know your Social Security number if you are eligible for one; you will need to provide it when you apply.
- You will need to have your photo taken.

What if I need a new card?
You can apply for a new card if it is lost or stolen. Driver and Vehicle Services will send the new card for free if you also submit a new Eligibility Verification for Homeless Youth ID Card form.
