Vehicle title and registration for those new to Minnesota
New residents have 60 days to register their passenger vehicle, motorcycle, utility trailer or house trailer. You must register the vehicle immediately if the registration is expired or it is a commercial trailer or truck.
You can register your vehicle in person at a deputy registrar office, or you can mail a completed application to title/register a vehicle form to Driver and Vehicle Services (DVS) with the appropriate vehicle fees.
Must be provided to register or title your vehicle
- The name and address of any current lien holders
- Current odometer reading
- Driver’s license or an acceptable form of identification
- Name of insurance company, policy number, and expiration date of the policy

If you are leasing a vehicle, you will need to submit the following documents:
- Registration card identifying you as lessee(s).
- Application to title/register a vehicle completed and signed by the lessee(s).
Or
- Registration card showing the leasing company as owner, or a copy of the title showing the leasing company as owner.
- Lessee designation form signed by an authorized agent of the leasing company. If your leasing company provides you with power-of-attorney to sign on their behalf, you may sign the lessee designation form as an authorized agent.
- Application to title/register a vehicle completed and signed by the leasing company. If your leasing company provides you with power-of-attorney to sign on their behalf, you may sign the application to title/register a vehicle.
Required Documentation for U.S. state or jurisdiction vehicles
- Current vehicle title, Manufacturers Certificate of Origin or Manufacturers Statement of Origin.
Or
- The following can be used to register a motor vehicle however a Minnesota title will only be issued when the most current out-of-state title is submitted.
- Most recent registration card issued from a U.S. state or jurisdiction. If the registration card is expired more than one year it is not acceptable.
- Copy of the out of state title, clearly marked “COPY”
- “Confirmation of Ownership” issued when the bank is holding the physical title
- Title Application Receipt- issued by the titling state
- Web Dealer Title - issued by the titling state
- Title Summary - issued by the titling state
- Electronic Title Copy
Required documentation for out of country vehicles
DVS will require three federal forms to be submitted with all imported vehicle applications:
- US Customs and Border Protection (CBP) Form 7501 or CBP Form 3461.
- Environmental Protection Agency (EPA) Form 3520.
- National Highway Traffic Safety Administration (NHTSA) Form HS-7.
Depending on whether the vehicle is indicated as “conforming” or “non-conforming”, and what is indicated on the forms, DVS may require supplementary documentation to show that vehicle has been brought into compliance.
