Vehicles exempt from titling
Minnesota laws requires that every motor vehicle be titled except the following:
- Vehicles owned by the U.S. government
- A vehicle owned by a non-resident, not required by law to be registered in Minnesota
- A vehicle regularly engaged in the interstate transportation of persons or property for which a currently effective Certificate of Title has been issued in another state
- A vehicle moved solely by animal power
- A self-propelled or towed vehicle designed or adapted to be used exclusively for timber-harvesting, agricultural, horticultural, or livestock-raising operations
- Special mobile equipment, as defined by Minnesota statutes
- A self-propelled wheelchair/mobility scooter
- Trailers with a gross weight of 4,000 pounds or less, such as utility, boat or snowmobile trailers, unless a secured party holds an interest in the trailer or a Certificate of Title was issued by Minnesota or another state
- ATVs, snowmobiles, and off-road vehicles (these are registered with Department of Natural Resources)
- Electric-assisted bicycles (169.011, subdivision 27)
- Clearly marked municipal fire apparatus, police patrol cars, ambulances and ambulances owned by ambulance services licensed
Unconventional vehicles
Low powered vehicles that are not considered neighborhood electric vehicles per MN Statute 169.011 will not be titled or registered. The MN House Research Department has created a helpful resource about low powered and unconventional vehicles.
